I had an itching for midday ice cream and came across this little gem. The building itself is shared with a pizza shop that has changed names a few times over the years. The inside needs a little updating and better lighting, but it was clean. Unfortunately a brand new mega Wawa opened across the street so I hope they can coexist.The owner was also my server and she was awesome! We had a great conversation about the brands of ice cream she carries, the building and her passion for the business. She recommended a peanut butter chocolate ice cream which I believe is made by Kemps which was fantastic. I went with a medium sized in a cup and it did not disappoint. It was loaded with PB swirls and rich chocolate ice cream. Cost $4 and change. I love seeing how a lot of these small Ice Cream places make the most of their limited space and this spot definitely pulls that off. Cakes, water ice, hand dipped, soft served, toppings, sundaes, etc. You have to take a trip here if you get an itching for ice cream. The owner cares, she's crafted her menu for almost 18 years. I'm a fan and you'll be too.

Any place that can make banana cinnamon soft serve is going to win me over. I may be easy. I've been called that before. But after seeing the choices here, this place might steal me away from Richman's. Simply because I'm a big fan of this much variety in an ice cream place.

Chill Out is giving Richman's a run for their money. I started patronizing COIC&WI because they are on DoorDash and Richman's is not. They both have soft serve ice cream, though Richman's has more soft serve flavors than COIC&WI. However, what CO has that Richman's doesn't is a wider variety of toppings.The mint chocolate chip hand-dipped flavor was impeccable and the java chip is a close second. I wasn't a fan of the "graham slam," but not ever flavor is for everyone, right?I really enjoyed their Reese's razzle...it had peanut butter cups, peanut butter sauce, and Reese's pieces in it. Yum-o!While I'll always have a soft spot for Richman's due to their variety of soft serve options, COIC&WI is definitely a great second option especially if you don't want to leave your house for ice cream.

I've been here three times and I'm never disappointed. I'm kinda basic when it comes to ice cream but my friends are. I've tried the strawberry sundae that's made with real layers of short bread. Very filling. I couldn't get through a third and I was done. My friends have gotten the soft serve flavors and have enjoyed them very much. I usually get chocolate chip cookie dough. It's not over loaded with the dough or chips so you do actually get ice cream. But if you want you can purchase the dough pieces in the side. It's small & intimate. They seem like they've been around a long time. I hope they stay! I'm definitely going again. My friends are ice cream-aholics!

So many good memories from Chill Out growing up around the corner. The only place in the area that still sells Philly Graham Slam ice cream! Ice cream is homemade and staff is great. A little pricey but as mentioned the ice cream is homemade and it's a small business. Please support and would definitely recommend if looking for a quick ice cream fix (their version of a DQ Blizzard, called Razzles, are a must try!)

Decided to grab some dessert after dinner during our weekend delco delve. A quick scan of what was open given the time of night on a Sunday left only a few options and Chill Out seemed the best of them.Well over a hundred different soft-serve flavors to choose from, some top tier "hard" ice creams available to scoop Chill Out has a surprisingly large selection and some creative methods of attaining that variety.Soft Serve here is freshly made via turkey hill, flavoring, sauces, and bits / scoops of assorted flavors or candy. For instance my Peanutbutter Kandy Kake was chocolate bits, crumbled kandy kake, vanilla turkey hill, and some flavoring, blended, then pressed into a cup.Due to this process and shared machinery Chill Out's soft serve and shake products may be a hard pass if you have any kind of serious allergies.- but certainly produces a unique and tasty result.Broseph opted to try one of their premium flavors in cone form, he went with the Kemp brand Birthday Cake icecream, and i got to try a scoop of it, Pretty good, not the best I've had, but, pretty good for an external supplier.Pricing here is a little on the higher side as to be expected with this style of boutique small ice cream parlor, but perfectly reasonable considering what you get.Long and short of it is: Its a cool concept and some of the premium ice creams appear to be really good, but the soft-serves and shakes use standard turkeyhill with some flair. Despite the turkey hill bringing things down on the ice cream part of things, there are some truely unique and inventive soft serve options that im sure are worth tasting like my Kandy Kake was.Flavor & Presentation 4/5 | Speed & Service 3.25/5 | Pricing & Portions 3/5Overall 3.5/5

After dinner we decided we wanted "sit down" ice cream. Since we been in DECLO out whole lives we decided to these guys a try. They been there 20 years so they do something right. We also liked "mom & pop" over corporate. What a great call!Service was excellent! Options were fabulous. The staff friendly and knowledgeable. Oh wait, did I just describe typical "mom & pop" business model. Works huh?We were there for about an hour it was sooo good. Next time we'll make dinner shorter and ice cream longer.
