I was in a car accident in 2011 when someone had rear-ended me and damaged my neck while I was sitting at a standstill waiting for another car to turn. My insurance was not paying my side of the bills, (Kansas being a No-Fault state), and the other party's had also decided not to engage their payment even though the accident was reported as their fault.
