Located within a neighborhood strip mall -- nothing fancy - but clean, conveniently located and pleasant ambiance. Music was played at a nice level and void of any TVs (THANK YOU!). Has small number of tables, booths and larger round tables for family/groups. Please note before reading: I'm very familiar with Chinese dishes from various areas; I think I probably would be considered "picky" as I like authentic-tasting dishes. So please take that into consideration, as I know many folks like more "Americanized" dishes, so your tastes might different. I had a lunch combo for just over $16.3.5 stars: hot and sour soup, (tasty but it was void of any "hot" or "sour" or usual ingredients. 2 stars: Thai basil chicken, (looked great, but the sauce made the chicken VERY soggy and seemed cold, no basil taste at all). In hindsight, what was I thinking ordering a Thai dish in a Chinese restaurant? Many places now have a great variety of fusion dishes, though, so I'll give myself a bit of grace. 3 stars: chow mein (typical chow mein. Nothing terrible. Nothing great. Few bits of chicken on top but nothing within)2 stars : egg roll (ohhhhh noooooo.... interior was not cooked. I got the impression this was a frozen type. Egg rolls don't make or break my opinion of a place, mind you, but you can usually depend on that deep fried crunchy thang to appeal this of us who like deep fried ANYTHING. I thought the prices were a bit high compared to neighboring restaurants.Alas, the Service was also slow. There was only one other group eating there and I did not see any take out orders, so there was no obvious reason for the extended wait. Sigh....It pains me to rate the food that low, as the folks there were extremely nice. The waitress was so sweet and attentive and the other guy (think he might be the manager) was friendly, kind and asked me several times how I was doing. I took the coward's way out and smiled weakly as I didn't have the heart to say what I really thought. Hate when I do that. I am usually honest (in as tactful way as possible because they asked and I SHOULD answer) but the staff here were do darned nice, I just did NOT have the heart.

First time coming here after the change of ownership. The restaurant layout is modified with a left and right division. We were greeted with a friendly server and seated right away. The food we ordered was delicious. The broth in the noodle soup was comforting. This will be a part of our weekly restaurant rotation.

Such a great restaurant! The owners are very attentive to your needs and always willing to help you in any way they can. We ordered the Honey Walnut Shrimp and Salt and Pepper Pork Chop which both were very delicious! I would highly recommend this place to anybody looking for a nice family restaurant in the area.

I was in Folsom, so I decided to stop in for a bowl of congee. Not nearly as many restaurants make it as used to. The restaurant was clean and bright, and the gentleman who helped me was very polite. They have a large menu, including lunch specials, I decided to go with the fish congee. When I asked him what type of fish, he said "cod." he asked me if I wanted ginger in it, and I said yes. It came in a big bowl, there was a good amount of fish in it, and the congee itself was, rich, creamy, and very tasty. The ginger gave it a nice little "kick". The price was reasonable. I would love to come back. Thank you.

We have been to eat at Rice Express twice in person and have gotten takeout from them once. It is a very clean restaurant and conveniently next to 99 Ranch, so every time we do a frozen dumpling or noodle restock, we stop by Rice Express for lunch. Both times, my husband and I ordered their noodle soups. It is hard to find a good Chinese restaurant in the Folsom area that serves other dishes besides the standard Chinese fare/combo plates, and we were very pleased that they served more traditional noodle soups and dishes. Our soups came out piping hot and the flavors of the broths were on point, especially for the beef noodle soups. The meats were very well braised, and the noodle texture was just the way I enjoy them. The first time we ordered thin rice noodle, and the second time we ordered the more traditional thick noodle. Both types of noodles were excellent and not overcooked. Service was fast and the owners were very talkative and checked up on us often. They speak both Cantonese and Mandarin, so huge plus if you can speak both. I can speak both, but my Cantonese is better than my Mandarin (I'll definitely need to practice more). Our waters were refilled often, and they also offer tea in their menu (which we will need to order next time). They also serve congee, which I'd love to try, as well as a few clay pot dishes (again not common for this side of Sac). If you would prefer to stick with the more common fare, they have your standard chow mein, fried rice, various meat/veggie entrees, family dinners, etc. that you can order. The pricing is to be expected for the Folsom area and honestly affordable. My takeout order was for their Singapore noodles and those were absolutely delicious. They also held up on the drive home and reheated well. We would love to be back to try their other dishes soon!

We found out that the restaurant had been renovated & is under new owner. We went for lunch on Saturday and were immediately seated & served.- salted fish & chicken fried rice: well seasoned fried rice with lots of chicken pieces but I wish that it had more salted fish pieces- pickled cabbage & shredded pork rice noodle: noodle was perfectly cooked (soft yet still has chew to it). The soup was good and not too salty- braised eggplant, salty fish & tofu in clay pot: this dish was very salty. Good thing that we had it with steamed rice. The eggplant was a bit overcooked as it was too mushy for me but the tofu was nice and firm.- Taiwanese beef noodle soup: good hearty simple soup. The noodle was perfectly cooked and the beef pieces were tender and flavorful. Perfect for a cold rainy day.

My family's go-to Chinese restaurant in Folsom. Love the authentic taste, quality and value for money offerings from the menu. Favourites includes the wonton soup (really good), black bean spareribs with bitter melon, lemon chicken, wat tan hor ( rice noodles with prawns in gravy).
