.1 Pursuant to California Health and Safety Code Section 113725, all Restaurants are legally obligated to provide free drinking water to customers upon request.Mar 11, 2022. What the waitress said if I wanted water I had to pay for it. So I am posting the code so that the owner and their employees know. I will never come back here. Most of the seafood is imitation except the shrimp.

Very nice clean place, food was fresh and delicious. I eat Mariscos a lot and the flavor here at el Rafa is on point. Owner was cool and nice. Can't wait to go back.

Food was very good! The shrimp tostadas and shrimp cocktails are amazing. I would highly recommend this place and food. Service was also excellent

The el Toro seafood plate was really good me and my wife always order this it comes with plenty of tostadas and crackers

Place is clean. Prices are reasonable with decent portion sizes. Best of all, beautiful Latinas working there! But why only three stars?? I give this place only three stars because of the tons and tons of tomatoes they put inside their ceviche. The proportion of tomatoes to actual fish or shrimp ceviche is 3 to 1. There are other reviews that talk about this one issue and I am now confirming it is also an issue during the last three times. I've tried this place. Once they fix the tomato ratio in their ceviche display should definitely achieve a five star rating. Even if this place only accepts cash, they would definitely earn a five star rating in the future.

Horrible service, It's as if they now who's going to tip them more and screw the rest. The attitude that some for those women have is horrible. At times more lazy then anything but don't ask to take hot food an hour before they close because if it's 7:07 and they close at 8 the kitchen is closed even if it's just a soup. Can't blame them though it looks like they can't even cook
