They gave me old appliances at my move in and now they are charging me for new ones. Also charging me for carpet that wasn't washed for 3yrs

Lived here for two years and am getting ready to move out. Things have gone downhill in the time I've been here. First of all, the walls are thin and so you can hear the neighbors and when they walk it sounds like they are right above you. My first set of neighbors were terrible and loud and would start playing loud music late at night. Once they moved out, it got a bit better but thin walls make life hard. In the time I've lived here, office staff has changed 3 times. The gym equipment is older and not everything works. I asked if they planned to do any upgrades and was told the only upgrade would be to get black appliances which would mean a higher rent. My lease renewal offer also came with an increase in rent or else I could do month to month. I chose to live due to several factors.On 3 separate occasions have had sewer back ups and was told it was due to the roots from the trees in the back. While this was handled, there was no permanent fix. Also had issues with spots on my bathroom ceiling. First time they appeared, maintenance took so long and my work order was closed without anything being done. Managed to clean the ceiling with bleach. Second time, maintenance came out and they sanded and painted the ceiling. Now they are back again. The screen door has fallen off several times and when maintenance puts it back,back, doesn't move smoothly on the track then comes off again. In summary, the apartments definitely need a lot of attention both inside and out. If updates are done, then the rent they are charging will be worth it but as it is, not worth it.

I lived here for a year and it was horrible. Our townhome had mold, we told them we were moving and wrote a notice they said they lost it. We didn't get our deposit back and had to pay back money to them?? Anyway I liked the amenities, the convinces to places, and the space inside but I don't recommend living here

I called Pebble Point Apartments "home" for 1 year before finally getting away from such an awful living situation. I am only speaking on my personal experience from living here and this is what I noticed/experienced within the year. If you're looking for an honest opinion on these apartments, this is it. All I have to say is, do not move here unless you are desperate. The road these apartments are located off of is completely torn up and we actually lost two hub caps from this road, and it's also covered with trash (welcome to Indianapolis, I guess). One night, we literally witnessed our neighbors tires get slashed, and when we alerted the police not one unit showed up. Mentioning police, the apartment manager at the time said they had off duty officers patrol the neighborhood all the time. In my year of living here, I never once saw a police officer patrolling the neighborhood, only responding to calls such as fights and violence. The neighborhood is anything but friendly. Nobody was ever friendly, couples were constantly fighting outside, children running through the streets while cars are flying through the neighborhood, dogs are not on leashes, and you'll never really get a quiet night here. The office staff is a complete joke. It took us 10+ complaints to finally get our neighbors to quit blaring their music and smoking weed inside their apartment 24/7. It could potentially be because they never pick up their phones in the first place. I usually wouldn't have a problem, but the ventilation in these units is horrendous. The walls are paper thin and you can hear other conversations even with noise in the background. The office claimed they never received our past complaints when we spoke to them and emailed them constantly. Our breezeway reeked of marijuana and mildew constantly, and it was so embarrassing trying to bring anyone over to visit. The units are definitely showing their age, and them trying to paint multiple coats over the flaws is not helping. They painted so many layers over everything that our doors were actually hard to shut because the paint was so thick. They also try to cover the tubs with some sort of paint, but it was so sticky and ended up getting patchy and gross looking. Our windows leaked and constantly had mold growing on the inside. During the end of our lease, we had a gas leak and were informed by Duke Energy that carbon monoxide was leaking out into our apartment. For a whole year. Honestly, no surprise there. The balconies are about to fall off the side of the building and are extremely unsafe. Looking at the side of our balcony, it was tilted at an angle, the gutters weren't even on properly, and there were nails sticking out of the floor. To add onto the list of why you shouldn't move here, don't unless you plan on paying unnecessary fees upon move out, such as buying the whole unit new carpet even though they replace it every time a tenant moves out anyways. This place and the management is a complete joke. They are unprofessional and could not care less about your concerns.

I have lived here for a year and highly recommend Pebble Point! The office staff is extremely friendly and is always there to answer and questions or concerns I may have! Fast to reply to phone calls and emails. The maintenance staff is also very fast to respond and get the issue at hand fixed in a timely manner! The rates are extremely reasonable for the spaces available and the community is so friendly!

I do not recommend this place the current manage Rebecca needs to be fired. They don't solve anything. Moved in and my a/c wasn't working for 5 days, in the winter time my heat was not working. I had to light the fire place and have a space heater down stairs in order to survive. The a/c didn't blow through the vents at all in my sons room they told me that's the way their were build and their old so I dealt with that the whole summer. The washer and dryer broke several times, the crew even left the old one in my backyard smh. Major ant problem both side of my neighbors also complained about that and the lack of venting upstairs. One neighbors house got robbed, several of them out there. Went to the office about suspicious activity and I shunned away then asked to come speak at the neighborhood watch lol once it was confirmed people house were broken into. The office have their whole family living out there so the office is never open during business hours, or the managers kids and husband is in the office during business hours. It has really went down since I lived there years ago as a teen. And lived in their other property acrossed the street for three years prior. Really sad they need to shake that office up.

This is a no go area apartment. I lived here for 3 years, nothing was changed at the cause of the 3 years( no carpet of blind changing for a whole 3 years) I called them severally for ordinary cleaning they didn't show up. I finally moved and surprisingly have been charged of 2x of my rent as move to fee. A bill of 1650 was sent to me. In other to avoid ridiculous bill i made sure not to cancel lease inother words my lease expired before moving out. I was told the move out bill was meant for new appliances fee. I never spoiled none of the appliances everything was working perfectly. The manage mode of talking if disrespectful telling me i have to pay after collecting $600 nono refundable fee when I was moving in. Ever since have been living in an apartment this will be the first apartment where residents will have to purchase new appliances upon moving out. If you don't want to pay excessively it's better to run for this horrible apartment.

I've love living at pebble point apartments. Any problem that I've had maintenance has taken care of it within a day or two which is amazing considering some places they will simply ignore you for weeks. The ladies in the front office are always super helpful and always nice. And as a bonus there is always something that seems to be going on in the community to engage with the guest like random giveaways and bingo games. If your looking for a new place I definitely recommend pebble point.

OVERALL: 3.5 stars For the area, this is a pretty good deal. LOCATION: 5/5 The location is in a nice offset location, close to gas, groceries, restaurants (main street speedway is fantastic!), highways, and it is easy to get to the center of Indy. For anyone concerned, yes we are close to the speedway but the noises from it are not very distracting and the noises from the highway are very minimal. The property is maintained pretty well; lots of easy trash receptacles (no recycling). Also, this is a very dog-prominent place and they are doing a lot to make the premises look better too!APARTMENT: 3.5/5 The apartment itself is fairly decent. The walls are highly noise-proof (yay!) and the people around us are very quiet. The apartment itself is older yes, so things like the kitchen cabinets are pull-outs but are not on tract (i.e. the wood is rubbing along the wood) or some of the windows really need to be replaced (hard to see out of) I expect. Knowing that it is an older apartment, I would have expected them to take care of mold problems before I moved in (especially those in the kitchen cabinets) or cleaned it better (cobwebs were still on the walls at move-in, door was unattached to part of the wall, and I found a razor in one of the kitchen cabinets that would have cut me if I didn't have gloves on). However since I have been able to take care of some cleaning myself and had a lot of the other foundation issues taken care of (there was a mold problem in the bathroom shower when I moved in that they fixed) things are pretty nice. The other aspect that I ENJOY is having a dishwasher, washer, and dryer. The dryer has had complications (as in either not functional or they had to blow out the wall) but there is a clothes washing center on premises that we can use. Rooms are spacious, closets are big, but the space in the kitchen is not as functional as it could be because of the size and how old the cabinets are. Overall, I do believe that these apartments are a little overpriced for what we are getting, especially with no utilities covered, but for the upgrades they are doing around the complex I am okay with it.SAFETY : 4/5 The apartment complex overall is pretty safe. People driving to the apartment area and in the community are fast which is dangerous with the people that walk on the road leading to the apartment complex. My car was broken into once but otherwise I feel comfortable running in this neighborhood and the nearby neighborhoods and having packages delivered at my front door (only true for Amazon packages, all other packages are delivered to the main office).OFFICE STAFF: 3/5 Since the change in manager recently (November 2018) things have improved greatly. The office is small, so yes it can be hard for them to have an immediate turnaround for problems. But, there are times when apartment issues are forgotten/not addressed and you have to follow-up on it for anything to be done. When I first moved in, it took them 2 weeks to submit a request to fix my dryer (before I had online access) and another 1.5 months to actually get it replaced by the company they are renting from. It is very difficult to get the leasing office on the phone and clerical errors are made. Make sure to keep a copy of all of your paperwork (when signing make sure the lease is what you agreed to) and make sure to check in when you have issues that you are working through with the office. MAINTENANCE:3/5 The maintenance staff are overall great people but if you don't show them exactly what your concern is or are there in person then a quick fix can be done instead of truly fixing the problem. For example my window was leaking and they said it was because my window was not closing properly. They were able to help fix the window to close properly, but did not actually seal the physical hole that was next to the window, causing the leak in the first place. This is one of the cases where you have to prove that you have walked through all of the logical answers (and actually do so) or give lots of details for the long-term fix.
