Hi there, I've been here for 5 years because it is convenient for me. When I moved in there was a real sense of community. All thanks to Lisa, who went above and beyond. Lisa was pushed out by her manager. After several changes in managers we now have Matt. He does not understands that he works for the tenant as well as Winn Properties. He is not the right fit!

Westwood Bluffs is advertised as a "Luxury apartment complex and until the new property manager from Winn Properties came on board on the on-site property manager, this was a luxury apartment complex. Then repairs were not done as needed. Water draining onto the front door area to Building 6 was only repaired after a letter was written to the owners. Car with front bumpers held together with black tape and never washed parked in front of the office door for months but the manager never saw it or never cared. A car parked in from of the entry to building 6 never washed and never moved for over a year. Manager never noticed or did not care. Again, only taken care of after a letter to the owners was mailed. The entry door to building 7 would not close property, so the door could be opened by pulling on the door. This is not security! But it took months of tenants complaining and again a letter to the owners to get it fixed. Recently, Fresno Health department gave notice that they would be out for an inspection. Manager found out which apartments were going to be inspected and had all repairs done even those that were requested upon move in but never done.For the last year all amenities have been closed and now that the state if scheduled for opening, the manager has removed all furniture from the pool area. When asked why he stated he would need to hire 5 extra employees to sterilize the furniture after each use. The Health Department has said that the virus could not be spread from hard surfaces. So why would the furniture need to be sterilized after each use.For the last four days water has been leaking from a broken water pipe but management cannot get anyone out to repair until tomorrow. Yes, it is a holiday but are there no plumbers that need to work on a Saturday or Sunday or Monday? Or is the cost to much for the budget? Meanwhile gallons and gallons of water is flowing through the parking lot and into the drain. Is this acceptable?Luxury apartments? I don't think so!

PLEASE NOTE THE OLDER 5 STAR COMMENTS ARE FROM A TIME WHEN LISA OR MISTICA WERE HERE...THOSE WONDERFUL LADIES ARE NOT THERE ANYMORE. Trust the more current reviews!Please 2nd guess yourself before you move in to this "luxury" apartments!!!! No luxury here...that is VERY deceiving!!! If you decide to move in please pick a cottage or the 3rd floor of the towers. Be aware that the owners have a culture of "not caring" there for it resonates to their management company and managers. If you choose to live there please live on the 1st or 2nd floor the people above you inevitably will be loud...even experienced 1a or 4a moving furniture and all other noises of slamming banging crashing ALL times of days and night. You will not get a good nights rest or a nice nap! The manager said he wants to help but doesn't at all...the manager will also say those are "normal" apartment noises. Absolutely not true!!! When the light fixtures and apartment shakes that is not normal. Tenants have taken MANY grievances to the owners and property manager with little to NO response. If you complain too much though they refer you to their attorney and you will get a letter when the manager could of handled it themselves. Now lets talk maintenance...that is another issue on its own. When you 1st move in please make sure all your appliances work...proper hoses are hooked up...etc. If you put in a request its more likely your issue will not get on the quene...it will take weeks to months for your issue to be resolved, etc. Keep track and keep on them for EVERY request you make!!! There "selling" point is they are there for you to the point they change the light bulbs for you. That's great! Just don't expect it in a timely manner...and truly they are not there for you. They had 2 great managers before...Lisa and Mistica but pushed them so hard and weren't nice to them at all they quit! These ladies did care! This ladies were there for you! It was HOME! The owners are in it for the money...anything to get money! To help, assist, care or assist is not their culture. Good luck in whatever you choose but please heed the warnings!

This place has went downhill and is HORRIBLE!! My grandpa has lived here for 11 years! The management has changed many times in the last year. You can't get ahold of anyone and the emergency number is not working. My grandpa found cockroaches in his apartment!!! Several other people have reported they have cockroaches and NOTHING is being done to take care of this matter!! They advertise these apartments as a 5 star luxury apartments. There is nothing luxurious about COCKROACHES!!!!

I've lived here since 2011. The apartment is nice and big with lots of closets which I love. I feel safe here. Lisa is the manager and she's the best. She's very caring, she plans activities for the residents and is always available when needed. Rick is the maintenance guy and he's awesome. When I first moved in there was a different manager and maintenance guy and they were awful. It took months to get them to fix anything. I was happy when they left and Lisa became the manager. If you're over 55 and looking for a nice, clean safe place to live, come here.

I love living in these apartments! The apartments are so nice but by far the best part of living here is Lisa Ceppaglia the manager and Rick the "does everything guy" lol. Lisa is on it! I am so impressed by how she is able to juggle everything and yet always has a moment for a kind word. I've never had an issue that wasn't take care of expeditiously. Last year our A/C went out and they had someone here that day and got it fixed! She and Rick make a good team. Love their can-do attitudes!

It's been almost a year and a half since I moved out and guess what? Yes I'm still waiting on a refund of my deposit. Management is pathetic. Remember, they claimed to have lost my file even though it is required by law to keep the records for 7 years. No one has ever reached out to me and I am the one who always reaches out to them. Ownership, you are about to be sued.You really have to be so ignorant or be filthy rich to move into this place that you don't care about the warnings that I and others have left regarding this place. Just understand, you've been warned.

Westwood Bluffs has been a wonderful home to us for the past seven years. Nestled in one of the nicest areas of Fresno, the complex and community are safe, quiet, and extremely comfortable. Management, and particularly Lisa, the property manager, is highly organized, professional, and, above all, integrity-driven. Finally, the location is conveniently situated within easy walking distance of several exceptional markets, convenience stores, and pharmacies, numerous eateries, spas, and gas stations, and a car wash. Within easy driving distance are some of the best restaurants and shopping in Fresno. In addition to her fine management of the property, Lisa goes above and beyond to make Westwood Bluffs even more than just a home to all its residents. In short, we highly recommend you visit Lisa and seriously consider Westwood Bluffs as a long or short term home.

So many boomers do not need assisted-living and there are so few alternatives. There are so few other truly independant living places that supply and demand is reflected in the price. The "luxury" a bit lacking in the upkeep of buildings and grounds.
