This company manages Tuscany Villas has no interest in the security, grounds and parking issues. When I asked Mike McDonald about disabled parking for disabled people, he actually laughed at my request during an HOA meeting. This attitude is something I've become used to since I am a disabled Vietnam Veteran and have experienced discrimination my whole adult life, whether it is age, disabilities, or gender.I have provided Mike McDonald with many photos. I have emailed him several times with my concerns. This company has been reported to Fresno City code enforcement several times. The work on one of the roofs stopped in the spring of 2018 . There has been no work done since and the roof is still open to the elements, rats and other animals. When I told him I was going to buy a drone and take pictures of the workmanship he told me the person who was working on those roofs was providing photos of completed projects and indicated that if I was to follow up with the drone he would personally sue me.They use an unqualified person to work on the roofs and other maintenance projects. Because of this unqualified persons roof repair work on several of the condominiums leaked drastically, causing major damage to the upstairs ceilings.One individual had a 2 week old infant in one of the condos. Another individual has had roof repair problems with this same individual since 2018. The problem (ceiling in bathroom is falling down) has not been addressed in over 2 years. Plus, that unlicensed repair person gave her COVID 19 and a 2-week hospital visit. He also exposed another individual in this complex. He thought it was humorous. That person has no contractors license or business license and he believes all residents are idiots. Extremely poor property management, HOA president, doesn't live on the property, her son who is also on the HOA board which is a violation of HOA rules he was just added to the property deed in 2021 he has been a board for approximately 6 years. This unlicensed unqualified maintenance person has illegally installed an electric water pump to remove drainage runoff from an illegally installed basketball court, some condominiums patio areas since no permits were pulled leaving the wiring on the ground exposed to rain water. Fresno city code enforcement has been notified. The HOA at the request of the president had a porta potty installed by the swimming pool in the spring of 2019. Apparently, it was not serviced and the tenant next to the pool reported it to Fresno code enforcement in 2021. PCMC president Mike McDonald is blaming me for this issue. But it is the HOA and pcmc managments responsibility to rectify, making sure all outside areas of the condominiums, including roofs, are up to code as well as the whole complex.Which means they don't care as long as they get their HOA fees, which have been raised over $25 per month in the last 2 years with no improvements. Property values have actually decreased by $10000 this year. The unlicensed lawn service company doesn't water on specified days, the trees and bushes they planted don't get watered and are either dead or dying. The sprinkler systems do not work properly.

Worst company ever! But they will collect your money every month. Tired of having to clean up my gated entrance all the time. Tired of the fact we pay for a Gardner that does not come! Worst company I have ever had to deal with. The "owner" Michael is rude, unprofessional, and likes to threaten people with fines and foreclosure. I have not violated any rules of the HOA and yet he tells me that I am. He doesn't live here and claims to drive through every day. This company is a joke. I highly recommend not working with them. The landscaping maintenance we pay for is a joke. The entire neighborhood is covered in weeds and holes. But they don't care. They over charge for the maintenance and up keep of the neighborhood. The neighborhood next to us has a pool and they don't pay as much as we do. This company as a whole is a complete joke. Piss poor customer service.

Terrible company. Was written up multiple times for minor things (like not taking the trashcan up even though I was out of town, or for having no cars in the garage but one parked on the street even though I was working on my garage). Neighbors were disobeying rules more severely and not being written up for it. Definitely will never live in another neighborhood with Pacific Central Management somehow involved with it. Michael is a joke of a "manager"

I have a listing in an HOA that they manage and they have been very helpful and polite whenever I have had a question or have needed some guidance. I wish more property management companies were as responsive and helpful as this group has been for me.

Giving them 2 stars is being generous! I live in gated community! Next to us we have had renters one nightmare after another! Are new neighbor doesn't respect the fact that that we have rules! I have sent them 5 emails over a year! They do nothing!!! There front yard is a disaster! So yes they don't pay attention to there business!

They finally got our pool house open and the gym. They're now trying to charge owners another $50 for a key that they should already have to use some of the facilities. In our legal binding contract when you bought your condo you were given the key to all facilities. When they redid the pool house they changed the locks on the gym and the bathrooms. By law when the pool's open the bathroom has to be open which it is not. And owners unless you buy a key for $50, cannot use the gym. Looks like I'm going to have to get a lawyer.

The main problem with Pacific Central management is Mike McDonald. He's condescending and rude and the epitome of why people hate HOA's. Not a problem solver, he tends to exacerbate any problem that has been brought to his attention. Interestingly, I've seen many rebuttals from him when people complain specifically about Mike McDonald. Instead of rebutting people and arguing further, DO BETTER, TRY HARDER TO BE RESPECTFUL!! When I first moved to Elev8tions Loma Vista, I noticed many of the homeowners were leaving their trash cans in front of their side gates so I left mine out too. I received a violation notice, which was fine, I placed my bins behind my gate from then on but I noticed many other residents continued placing their bins in the front yard. There's ZERO enforcement of rules. Christmas lights up in March, trash cans visible, gardeners do the bare minimum as well.
